Regulations governing the

employment of yellow labour.

The official "Bulletin of Laws of letrograd of November 8/21 publishes an Imperial decree of September 27/Cctober 10, authorising and regulating the employment of yellow labour within the Russian Supire in localities to the west of Lake baikal, excepting within the zone of military operations. The Chinese Eastern (anchurian) Railway Adminis-

tration is entrusted with the organisation and

control of the hire of Chinese workmen for Govern-

ment and public institutions, and for private undertakings of public importance.

Certain passport, transport and customs privileges

are granted to workmen titus hired.

The Chinese Lastern Railway will render assistance

to the hire of such workmen only when not less than

1000 are hired and for a term not less than 9 months.

Applications in this connection are to be made to

the Harbin offices of the railway.

Private undertakings, in addition to cost of con-

veyance and food of the men hired, must further

lodge a deposit guaranteeing the retum fare and

cost of food.

The men are to be sent in separate trains or separate waggons to places of employment, accom- panied by special agents of the Chinese saatern Railway to the frontier station of Manchuri and thence by agents of the migration Lepartment.
